When looking to develop new curricular units I always recommend seeing what is available in the Israeli educational system. While it is likely that materials will need to be modified they can often offer a foundation upon which to build a course.
One Israeli educational resource is Mikranet, which is the Israeli Ministry of Education's database of materials that is aimed at mamlakhti schools - the general public school system (as opposed to the mamlakhti dati, or religious public school system). Much of the database is made up of materials that are developed and submitted to the website by classroom teachers, although all of them are reviewed and vetted by senior educators. Some examples:
